At the Point of the Spear: Leading and preparing emergency response units offers critical training for first-line leaders of emergency response units. In the field, the nature of emergency response is fragmented and isolated, but the requirement for good decision making on the ground is paramount.

Organizations must, by necessity of speed and time constraints, delegate most decisions to first-line leaders who are on scene. They are the ones who make the difficult calls about risk, benefit, and safety; these are the leaders who are at the point of the spear.

This training promotes skills, behaviors, and cultural attitudes that enable first-response leaders to make sound command decisions, communicate effectively, and prepare cohesive, adaptive, and resilient teams.

At the Point of the Spear is the title for a set of leadership development programs that share the same philosophy and objectives but have been adapted contextually to specific response audiences.

This principles-based program is derived from well-established U.S. military leadership, human factors, and crew resource management (CRM) programs.

In addition to strengthening leadership skills for individual leaders, the program creates a foundation for building an effective response culture among diverse units.

Because participants gain a common experience and perspective about leadership roles and responsibilities, the program can be used to normalize leadership expectations and standards across independent resources that prepare, respond, and operate together.

History

More than 13,000 response leaders have attended versions of this program since 2001 throughout the United States, Canada, and Australia. More than 60 response organizations have sponsored the program.

Program Enrollment

Program delivery is arranged at an organizational level, with clients sponsoring each week-long program for their workforce and cooperators. Open enrollment is not offered at this time. Programs are priced based on enrollment of 24 students and are presented at the client’s location.

In September 2007, the Department of Homeland Security approved At the Point of the Spear: Leading and preparing emergency response units (CA-002-PREV) for inclusion in the state-sponsored catalog of training.

Based on this approval, agencies and organizations can use State Homeland Security Program (SHSP) or Urban Area Security Initiative (UASI) funds for costs associated with this training program.

In addition, as developed by MCS, these programs have been certified as L-380 by the National Wildfire Coordinating Group (NWCG).
